Sri Mulyani Admits that Management of State Money Still Needs Much Improvement

Minister of Finance Sri Mulyani acknowledged that state financial management was not perfect. There are still many improvements that must be made by all government agencies.

According to him, the ability of Ministries/Institutions (K/L) and local governments in managing the budget is still not all qualified. Especially the use of budgets that are more creative, innovative and can create jobs.

“The steps for improvement are within the Ministry of Finance itself. We have to feel very humbled to admit that there are still many improvements that we have to make,” he said at the 2023 National Coordination Meeting on Budget Implementation, Wednesday (17/5).

This is one of the challenges that government agencies continue to improve. Not only creating quality shopping, but also making the budget that is given back bigger.

He gave an example, such as the Ministry of Maritime Affairs and Fisheries (KKP), which previously asked the Ministry of Finance for an additional budget to build shrimp ponds. Apparently, after the shrimp were harvested, they provided a greater value than the requested budget and returned to the state treasury.

Therefore, he hopes that ministries/agencies can follow the KKP’s lead in using spending. The Ministry of Finance itself will not refuse if there are ministries/institutions that request additional budgets, but only for priority expenditures that provide real results.

“It doesn’t mean that the budget that returns will be mine ‘kepkep’ in the state treasury. But later it will be played back so that it can be used and provide benefits to the community,” he explained.

However, he emphasized that of course these improvements could not only be carried out by the Ministry of Finance or the Ministry of National Development Planning of the Republic of Indonesia/National Development Planning Agency (PPN/Bappenas) as the initial drafters of the budget, but also all state agencies, including regional governments.

“Therefore, let’s work together from the Ministry of Finance and Bappenas and all budget users, Ministries/Institutions and regional governments to continue to improve state financial management,” he concluded.
